Academic Qualification

Minimum bachelor’s degree in development studies, international law, economics, finance, business and policy administration, social sciences, international relations or other fields related to the scope of the assignment.

Years of experience:

Minimum 2 years for Master or 3 years for Bachelor of experience working on development studies, international law, economics, finance, business and policy administration, social sciences, international relations or other fields related to the scope of the assignment.
Experience in assisting or developing study related to migration.
Experience in engaging with local stakeholders (e.g., Government, CSO).

Competencies and skills requirement:

Strong analytical, reporting and writing skills.
Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
Excellent negotiating and networking skills with strong partnerships in technical organizations in the practice area.
Has familiarity or basic understanding on migration related areas such as with migrant workers or refugees.
Fluency in English and Bahasa Indonesia with excellent written communication skills, and strong experience writing reports.
Good teamwork and interpersonal skills.

At least three (3) the most recent professional references of previous supervisors. References may also include peers.

Tanggung Jawab

Under the direct supervision of the Technical Officer of Migration Governance project and under supervision of the Senior Technical Advisor Cum Programme Manager of Peace and Justice Cluster, the consultant will lead research on developing technical guidance to align the local policies, planning and budgeting with the objectives of the GCM.

He/she will be collecting the data and feeding the information based on the “Assessment Report on Migration Policy Gaps at Sub-National Level” from UNDP to develop the technical guidance. The findings will be gathered into a technical guidance with human right-based and gender-responsive approach developed to integrate migration into local policies. He/she will also refer to the Guidelines on mainstreaming migration into local development planning developed by UN Joint Migration and Development Initiative (JMDI) to develop this technical guidance.

The Consultant will also mainly refer to the findings from the Assessment Report and the recommendations from the Policy Brief of the “Assessment on Migration Policy Gaps at Sub-national Level” activity as the evidence-basis data to develop this Technical Guidance. The Migration Governance project will provide the relevant documents such as the Assessment Report and Policy Brief of the “Assessment on Migration Policy Gaps at Sub-national Level” activity for the selected Consultant.

Technical Guidance will be developed with stakeholders at the Local Government level from the three targeted provinces (Central Java, West Nusa Tenggara, and South Sulawesi) to integrate migration into their strategic plans. The consultant will work closely with the Migration Governance team.

The consultant is expected to conduct the following activities in completing the assignments:

Design a technical guidance with human right-based and gender-responsive approach to integrate migration into the local policies, regulations, and budgeting in the three targeted provinces (Central Java, West Nusa Tenggara, and South Sulawesi) in alignment with the Global Compact for Safe, Orderly and Regular Migration (GCM).
Design a technical guidance in accordance to the Guidelines on mainstreaming migration into local development planning developed by UN Joint Migration and Development Initiative (JMDI).
Incorporating the key findings and the recommendations from the UNDP’s Assessment Report and Policy Brief of the “Assessment on Migration Policy Gaps at Sub-national Level” activity into the technical guidance.
Leading the research and taking into account the inputs and advice from the key stakeholders in the “Migration Governance for Sustainable Development in Indonesia” project. This is also including leading the FGDs, workshop, and meetings with the Local Government in the three targeted provinces, relevant Ministries, and consultations with migrant union groups, CSOs, and academia.
Coordinating and leading the series of Focus Group Discussions (FGDs) and workshops which will be done 3 (three) times in three targeted Provinces (Central Java, West Nusa Tenggara, and South Sulawesi).
Leading the National Workshop for the Dissemination of Technical Guidance and Capacity Building to the key Stakeholders at the national Level such as relevant Ministries, relevant development partners, NGOs/CSO, and academia. The selected consultant will also showcase the analysis of the feedback from the previous FGDs and present it during the implementation of the workshop. The National Workshop will be conducted in Jakarta for 1 day.
